01 — About the Firm

Established in Perak on 23 January 2023, with a clear vision: to become a premier law firm known for legal excellence, integrity, and a client-centred approach.

As a multi-practice boutique firm, our journey began in Perak and gained momentum with our first branch in Langkawi, Kedah, on 1 October 2023. Reflecting our growth, we relocated the Perak branch to Penang Island on 7 April 2025 as part of our expansion plan.

We offer a comprehensive suite of legal services delivered to the highest standards. By understanding each client's needs and priorities, we craft effective solutions aligned with their goals — fostering close, collaborative relationships in every matter.

Keith Quah Chien Chieh

Admitted to the Malaysian Bar in November 2013, Mr. Quah brings a diverse background across litigation, banking and corporate law. He began practice in Kuala Lumpur — at Mah Kamariyah & Philip Koh and later Y.Y. Ho & Lee — gaining experience in commercial disputes, intellectual property, construction and general litigation.

From 2014 he specialised in banking and financial law at Ramli Amar Jit & Tan in Alor Setar, handling bankruptcy, foreclosure, winding-up and execution proceedings. He went on to co-found Lim Aik Quah & Co., leading its Langkawi branch, before joining Cindy Ng & Co. as a partner in January 2025. He holds a Diploma in Arbitration and is an appointed Commissioner for Oaths.

The founder of Cindy Ng & Co., Ms. Cindy Ng, was admitted to the Malaysian Bar in November 2017. She read in chambers at Srimurugan & Co., where she gained early exposure to both civil and criminal litigation, including complex criminal defence matters.

Following her admission, she began her legal career at Seow & Megat, where she practised in real estate and banking matters under the mentorship of partners with decades of legal experience. She subsequently strengthened her litigation practice at Y.C. Wong & Co. before focusing on conveyancing and property-related matters at Wong & Loh. Her practice encompasses sub-sale transactions, developer projects, tenancies, wills, banking and finance, divorce, and probate matters. She also gained exposure to selected Initial Public Offering (IPO) exercises, further broadening her commercial legal experience.

Drawing upon this diverse experience, she founded Cindy Ng & Co. with a clear vision: to provide trusted, practical, and client-focused legal solutions delivered with integrity, professionalism, and a personal approach.

Hee Ying Peng

LL.B (Hons) MMU / Advocate & Solicitor, Malaysia

Called to the Malaysian Bar in August 2021, Mr. Hee began his career at Wong & Loh and later The Chambers of Yu Shin Ong, before being appointed Partner of the Penang branch on 25 April 2025. He has handled a broad range of civil litigation — debt recovery, contractual and landlord-tenant disputes, employment, defamation, fraud, probate, partnership and shareholder disputes, and construction litigation — with notable exposure to banking litigation.

Alongside his contentious work, he drafts and reviews commercial agreements, manages sub-sales, reassignments, wills and tenancies, and advises on employee handbooks following the 2023 Employment Act amendments. He also handles trademark registration with MyIPO, and serves as Legal Advisor to Persekutuan Persatuan Keturunan Xu Malaysia and the Ko Yang Tong Society Penang.
